Cardiff is a 43-unit housing co-operative consisting of bachelor, 1 bedroom and 2 bedroom units. The building was constructed in the mid 1950's and incorporated as a Co-op in 1985. We are located on the southwest corner of Bayview Ave. and Davisville Ave., with the entrance on Davisville.

Mission Statement

Our Co-op came into being on May 16, 1985, when it was formally incorporated, following Canada Mortgage and Housing Corporation (CMHC) approval of its acquisition and renovation plans, which were developed and submitted by our Resource Organization, the Co-operative Housing Federation of Toronto.

It is the purpose of our non-profit Co-op to provide housing to its members on a co-operative and secure basis at the lowest possible cost which is consistent with the continued existence and health of the Co-op as a whole.

It is also the purpose of the Co-op to foster the development of the kind of community where members share a commitment to work together and to contribute toward the safety, security and wellbeing of all its members, while being responsible and exercising foresight in making decisions for the continued benefit and health of the Co-op as a whole.

The strength of our community is thus directly related to the quantity and quality of participation of its members. To earn the benefits that are available from living in a co-op, members must make a contribution to the Co-op to the best of their ability - becoming involved in one or another aspect of the Co-op operations. By helping to run the co-op, members will acquire the necessary skills to take their turn, when it comes, to make informed decisions, assess means, establish priorities and direct the business of the co-op.

Due to the nature of its agreement with CMHC, the Co-op is able to provide Housing Charge Assistance from a government grant to a number of its members.

In addition, members temporarily in difficulty may find support in this community in a variety of ways, in part through the resourcefulness and generosity of individual members or members in small groups who may be willing to assist others in a predicament.

While this type of assistance is not an obligation of the Co-op as a business, it is the privilege of a community the spirit and quality of which is determined by the attitudes and the actions of its individual members in their relationships with others. In expressing this dimension of community, we affirm that we are not glorified landlords and tenants - a condition we hoped to overcome when preparing to become a Co-op.

Working together toward the common goal of calling a clean, attractive and well-run place our home, it is in our power to determine its character and its future by our contribution - be it by making good decisions, abiding by the decisions made by the majority or by helping in any other way we can.

Cardiff Housing Co-op is also working toward becoming an active member of the wider community in the neighborhood and of the local and the Canadian co-operative organizations.

Cardiff Co-op Conflict Policy

 

Introduction

Conflict is a natural occurrence and the result can be positive or negative.

At Cardiff, we strive to resolve conflict in a co-operative way, meeting the needs of both individuals and the community.

Conflict can happen anywhere. Members, their families or guests may have conflicts with:

       * other members
       * other members' families or guests
       * with the board of directors and/ or committees of the co-op
       * staff


Wherever there is a difference of opinion, of values, of feelings or of direction there is the potential for conflict.

At Cardiff Housing Co-op our objective is to manage conflict respectfully and creatively to find the common ground beneath our differences. Conflict can then be an opportunity for positive community and individual development and growth.

A workable resolution must be found to which all parties willingly agree. Unresolved conflicts negatively affect the co-op community and it becomes a serious community situation if all parties do not agree to mediation and/or find an acceptable resolution(s) by themselves.

It is not the board's role to mediate conflicts; it is to enforce the by-laws.  They interpret the by-laws and make judgments that determine the outcome of the conflict.

ASSESSING THE CONFLICT

As a community, we expect members experiencing conflict to think about all sides of the situation, not just their own point of view. Considering the following questions can help:

 

        * Who is involved in the problem situation?
        * What is each parties' interest?
        * What are you feeling?
        * What are the other parties feeling?
        * How do you know what the other parties are feeling?
        * What is your best solution?
        * What is the best solution for each of the other parties involved?
        * What would be a win-win solution for everyone concerned?
        * What would have to change for this to happen?

FIRST STEPS IN RESOLVING THE CONFLICT

1.     If the conflict(s) is/are between persons, the persons involved must first try to resolve the matter amongst themselves. It is important to speak to the other person(s) directly, in a calm and respectful manner.

2.     If you have a conflict with a committee decision or action, go first to the committee.

3.     If you have a conflict with a general co-op issue, committee, or staff go first to the board.

4.     The appropriate emergency authorities should be contacted when there is any threat of violence.

WHAT TO DO NEXT

1.     Mediation can be requested; this means an outside neutral party (usually CHFT) helps the parties themselves find a resolution to the conflict. Both parties must willingly agree to participate in mediation. The members may ask the co-op to pay for this service.

 

 

2.     Conflicts must be referred to appropriate internal and external authorities when they involve the following:


     * a threat to personal safety
     * child abuse
     * harassment of members or staff
     * illegal acts

3.     Members must report serious breaches of co-op bylaws or threats to co-op property to the board of directors.
