Later he was a Justice of the Peace inWaltham Abbey, Essex and a District Councillor in 1903. and active as aMason.
William grew up in Breage and Penzance, Cornwall. He was a commercialtraveller in York when he married in 1841. He moved to Cardiff, Wales in1849. There he was an accountant and ship broker.
