The right to make and interpret contracts, rules, rates and working agreements for locomotive engineers shall be vested in the regularly constituted Committee of the Brotherhood of Locomotive Engineers.
Article 6.1 c Final Terminal Time - Passenger Service
Straight-away service - Electric locomotive, electric car and motor car.
From the time of arrival at the final passenger station until the time of registering off duty.
Article 29.3 Booking Rest
Rest taken pursuant to paragraph 29.1 or 29.2 must be registered in even hours and once registered cannot be changed or cancelled. Rest taken will be exclusive of call time.

Safety shall be regarded by everyone as a prime consideration in the successful
performance of their duties. Management is specifically responsible for
the development and implementation of safe practices and procedures.

Locomotive engineers who book rest at an away- from- home terminal will have their guarantee reduced by all the hours of the tour of duty missed, unless the train was delayed by two or more hours which results in the regular layover now being less than six hours.
1.1 Agreement Articles 29.1, 29.2 and 29.3
29.1 Locomotive engineers will have the right, upon going off duty, to take between 6 and 24 hours' rest at the home terminal.
29.2 Locomotive engineers will have the right, upon going off duty, to take between 1 and 8 hours' rest at the away-from-home terminal.
29.3 Rest taken pursuant to paragraph 29.1 or paragraph
29.2 must be registered in even hours and once
registered cannot be changed or cancelled. Rest taken will be exclusive
of call time.
