General Luker and Captain Legault were inseperable while they served together for the United States army. Legault was Lukers right hand man who handled the ugly incidents, like the murder of Dr. Jacob. His specialties were torture and murder.

General Luker was the brains. He knew how to manipulate the system to his advantage and did so well. When he saw what Riley was, he had visions of being the most powerful man in the universe. However, Riley had different plans.
