With demons and vampires all over the world, and two rogue slayers, the England-based Watchers Council must make do with the operatives they have to save the general populace from death at the hands of demons.

Time Period

Set after "Primeval" in season 4 of Buffy

Cast

Empira - She is the real leader of the Watcher's Council. Rarely will a person speak of her, lest Empira have them killed. Inside of the Watcher's council, only the President, Vice President, and the members of the Council have seen her. The servants have also been in her presence. However, the trainers and the watchers have not seen, and know very little of her. For years she has remained underground, and has not seen the sunlight in 50 cycles of 365 days. Empira appears only 15-16 years old, but she is, in fact, 2000 years old. No one knows why she has lived this long, and the fact that she looks a little like a vampire, doesn't help. For the purposes of this series, Empira's looks are kept hidden, for now. Let it be known however, that she is not a vampire or evil.
Quentin Travers - Some of you may remember him from earlier episodes of Buffy. This mean man fired Giles from being Buffy's watcher. Mr. Travers doesn't like Empira, but, since he is the president, he must take orders from her. He also hates Buffy and Giles, but not Faith. This will take form later on. Watch him...
David Webster - A man only a few years younger than Travers, he is the Vice president of the council. He supports Faith instead of Buffy also. All that is really known about him is that he is following in his father's footsteps, and they aren't good footsteps either.
Council Members - There are 12 of them, including the president and vice president. Empira is not included in this number. They are basically a group made up of five females and seven males that follow orders. Usually they have no power, and are mainly figureheads. They exist only to hide the real source of power, Empira.
Servants - Usually there are two for everyone of the upper members of the Watcher's Council. Most of them have no sense of writing or reading skills, and had their tongues cut out when they were babies. They exist to serve, and never see the outside of the headquarters. Often, they are gifts, presents from one member to another. Empira received two twins girls upon her ascension to leader of the council. They help her with her clothing and hairstyles. Another note, male members have male servants, female members have female servants.
Trainers - Only associating with the Watcher's, but living in the headquarters, the trainers are usually tough, but fair. Extremely loyal, they are mostly men, but a few females do train. Sultano Hershey ranks in at this level. He trains Rhea Maho (See below), and many others. Much has yet to be learned about this man.
Watchers - Like her hero who trained as a watcher before her, Rhea Maho is following in Rupert Giles footsteps. Rhea is actually forced to train because of her father. He forces her to be a watcher as he was. Unfortunately, ever since she learned of Rupert becoming an outcast, Rhea hasn't been the most obedient girl. She has discovered Empira's whereabouts, and loves to spy on her.
