Done with vertices, switch back to edges, and with same 22 edges selected, extrude again, just a bit, this'll be the edge of the collar: |

Extrude again! This time the same distance up as the first extrusion of the collar: |

| Keeping same edges selected, scale it inward, matching it with the neck opening: | ||

Switch back to vertices and select the pair at the very top, front as shown, you connect these (collapse button). |
