Any resident of Canada who is 18 years of age or older is entitled, upon application, to become a member of the Organization. The person shall be admitted to membership by resolution of the Board of Directors. 

The current number of members of the Organization is estimated at 8600. The target of the Organization for 1996/97 is to reach around 10,000. Table 6 shows membership growth since 1990. 

Members receive consultation, seminars, workshop and the right to elect or be elected.
