The Tamil Tiger Terrorists, Ceasefire Agreement and Farcical Peace Process
The Tamil Tiger Terrorists
have resorted to every form of violence to ethnically cleanse the northern and
eastern provinces of Sri Lanka in their attempt to drive out the long resident
Sinhala and Muslim residents from the late 1970’s onwards, to establish their
mono-ethnic racist separate state of “Eelam”. The Al Qaeda attacks in America on
September 11, 2001 galvanized the world’s leaders to act with determination to
eradicate terrorism in all parts of the globe. This compelled the Liberation Tigers of
Tamil Eelam (LTTE) who were designated an international terrorist movement by
the UN Security Council in the same year, to signal their willingness to enter
into a ceasefire and seek a negotiated settlement to the long running conflict
in Sri Lanka.
A seriously flawed MOU and Ceasefire document with evident input from the LTTE was drawn up by Norway who was invited to act as peace facilitators, which was thereupon presented to the then Government of Sri Lanka as the best possible deal which afforded a window of opportunity to reach a peaceful accord of the two decade old conflict, as a rejection of the documents however anomalous would extend the costly war that had taken so many lives and destroyed valuable property. The United National Front government accepted the terms foolishly thinking the Tamil Tigers were agreeable to settle for a new constitutional arrangement that would keep the country whole. This lopsided agreement required the government to lift the proscription on the LTTE, allow unarmed Tiger cadres to enter government controlled areas for supposedly political work whilst all others were barred from LTTE controlled areas, thereby indirectly recognizing a degree of authority over sovereign Sri Lankan territory by an unelected, fascist, dictatorial terrorist movement which illegally controlled parts of the north and east.
This Ceasefire Agreement
which came into force in February 2002 has been violated from its very inception
by the LTTE, with the verified number of violations rising above 4000 as per
reports published by the Sri Lanka Monitoring Mission made up of Nordic
observers. The violations include
the killing of over 500 persons from Sri Lanka’s Security Forces and civilians
from all communities, assassination of the distinguished Foreign Minister
Lakshman Kadirgamar, abduction of children and adults, denial of the democratic
right of voting, torture, intimidation, extortion and every form of human rights
abuse. The LTTE has used the
ceasefire to bolster their military strength by smuggling in weapons, kill at
will, totally ignore the admonitions of the Co-Chairs of the Peace Process which
includes the USA, EU, Japan and Norway, and still pretend they are interested in
a negotiated peace.
The LTTE participated in a
few rounds of peace talks till April 2003, but were unwilling to disavow
violence even though such a statement was sought by Mr. Richard Armitage who was
the US nominee. They kept away from
the Tokyo round in June 2003 as they would have been required to sign on to a
Charter of Human Rights. The LTTE
continued to brazenly violate the ceasefire, and even intensified their attacks
from December 2005 using claymore mines, explosives laden boats, suicide
bombers, grenades, etc. against the
security forces and civilian population, killing and injuring several hundred
persons.
The European Union placed a
Travel Ban on the LTTE as a preliminary measure demanding that they refrain from
acts of violence and terrorism.
Further pressure from the Co-Chairs, especially the warning issued by Mr.
R. Nicholas Burns, the US Under Secretary of State, forced the LTTE to resume
peace talks in Geneva in February 2006.
Even though they undertook to stop all attacks against the security
forces and the civilian population, they have continued to launch unprovoked
attacks on over 100 occasions since the Geneva meeting. They even had a pregnant woman suicide
bomber attack the Army Chief from near the Army hospital where she had
previously sought medical care.

The LTTE’s main complaint is
that their breakaway group led by one Col. Karuna whom they sought to eliminate
following the break up in 2004, is now a threat to them. The Tigers now want the Government of
Sri Lanka to disarm their breakaway group, claiming that they are a paramilitary
force, whereas they earlier said it was an internal issue which they would
handle on their own. The government
was only responsible for disarming paramilitaries functioning at the time of the
signing of the Ceasefire Agreement in 2002, and not subsequent splinter groups
resulting from internal dissension within the Tamil Tiger Terrorist
establishment. The LTTE’s track
record shows that they call for talks whenever they are militarily weak, and
unilaterally abandon such talks to resume hostilities after buying time to
re-arm and re-build their forces.
Can anyone other than the
Norwegians who are partial to the LTTE think even for a moment that the LTTE is
interested in reaching a peace accord, when in fact they are raising funds from
the Tamil Diaspora for a final war of separation? The international community which has
categorically declared its intention to do all in its power to eradicate
terrorism, should even now demand that the LTTE lays down its arms if they are
genuinely interest in reaching a peaceful settlement. In the alternative, the international
community should provide all assistance to the Sri Lankan authorities to
eliminate this canker of terrorism from within its midst, so that a just and
honourable peace may be achieved by the rest of the people who are committed to
human rights, the rule of law and democracy.

has escaped LTTE detention and surrendered to the Police at BATTICALOA on
Tuesday (07), March 2006. He was only 14 years of age when he was taken
away forcibly with three of his friends to give him one-month long LTTE
training in their place of detention. The teenager has however managed to
escape from LTTE detention on 4 March 2006 and reached his home to inform
of his abduction. The escapee has further told the Police that there are
over 70 more teenagers including his three abducted friends being given
training in this KOKADICHOLAI LTTE camp. |

from MANNAR around 2.25 p.m. on Friday (23) afternoon with thirty sailors
aboard a bus and a Navy truck was blown up in at least two explosions,
triggered off by Tamil Tiger (LTTE) terrorists in the general area of
NADUKUDHA in MANNAR. This is the first Tamil
Tiger (LTTE) attack of this magnitude, in which so many were killed and
injured after the Cease-fire Agreement (CFA) was signed between the
Government of Sri Lanka (GOSL) and Tamil Tigers (LTTE). |
