RULES & REGULATIONS

Other Provisions

A. The office staff is not authorized to issue interpretations to league rights and responsibilities or to waive disciplinary fines in contravention of league rights and responsibilities without the consent of the league executive. Excuses for non-compliance of league rights and responsibilities, including failure to appear for scheduled discipline hearings, will not be accepted unless previously authorized in writing by the league executive.

B. The executive of the SRSL at their executive meeting may modify, add or delete any rules or regulations for the better of the league. The club will be notified within 14 days of any changes.

C. In any matter not covered under the league constitution and rules and regulations, the provisions of the OSA constitution and player policies and procedures shall govern.

CODE OF CONDUCT

The administrators and team officials must conduct themselves in such a manner as to set an example that if followed, would enable every player to be a credit to the game.

1. MANAGEMENT

A. The affairs of the league will be conducted by an executive committee, consisting of at least one representative from each of the district leagues forming this league.

B. The proposed playing nights will be as follows:

Day Multi-Jurisdictional Regional

Monday: U-14, U-19, U-10 U-16 & U-17 Elite

Tuesday: U-15, U-18, U-11 U-13 & U-19 Elite

Wednesday: U-17, U-12, U-10S U-14 Elite

Thursday: U-13, U-16, U-21 U-15 & U-18 Elite

The only exclusion being for extreme long travel. These games will be scheduled on weekends at the discretion of the League.

2. LEAGUE FEE

A. The annual league fee will be determined by december 1st. of each year by the executive committee and paid to the league on or before the league annual general meeting of each year, as per article 7.

B. The league fee structure, see Appendix "A".

3. TEAM REGISTRATION

A. All teams registrations must be received as prescribed in article 7 of the constitution.

B. Each team may register a maximum of 18 players.

C. Each team may dress a maximum of 18 players.

D. Each team must notify the league and their respective district in writing within seven (7) days of any change in team officials. Failure to comply will subject the team to disciplinary action.

E. A minimum of 11 Regional(Elite) players must register by April 08 of each year.

F. Each team must play in its own age level unless approved otherwise by the League Executive Committee and it must comply with the OSA Policies and Procedures.

4. PLAYER REGULATION

A. All players on each team will be in accordance with the League Incorporation By-Laws, Rules and Regulations and any procedures of the district association in which registered.

B. All players on a team, must be in possession of a valid OSA Player Registration Book to be eligible to play. Their books must be checked by the opposing team official(s) fifteen (15) minutes prior to the kick-off.

C. Teams who are participating in the SRSL will abide by OSA Rules Policies and Procedures on players.

5. TEAM OFFICIALS

A. All coaches in the Regional (Elite) divisions must have a minimum Level Two certification.

B. A maximum of four (4) carded officials ( coach, manager, assistant trainer) shall be permitted to sit on the bench.

C. All Team Officials must be registered with their District Association and their ID Book must be presented to the opposing coach and referee before the start of the game.

6. TEAM RESPONSIBILITY

A. In the event of an altercation on the field of play and anyone from the bench entering the field of play during this altercation, upon report from the referee of such an infraction there will be a fine as per Appendix "A" assessed against the team.

B. Teams failing to comply with League Rules and Regulations are subject to fines and/or disciplinary action. Team and club officials will be notified in writing of any fines levied as per Appendix "A" and/or disciplinary action taken.

C. Opposing team officials will coach within one (1) metre of their bench and are not permitted to walk up and down the sideline.

D. If any team fails to field at least seven (7) registered players for a game, disciplinary action shall be taken and if found guilty, fined per Appendix "A"

E. If any team fails to appear at a scheduled League game, disciplinary action shall be taken and if found guilty fined as per Appendix "A".

F. Clubs are responsible for the conduct of their players, officials, and spectators on and off the field of play during a scheduled game by the League.

G. A maximum of eighteen (18) registered players may sit on the bench. All players entered on the game sheet, deemed to have played. (players under suspension are not allowed entry on the game sheet)

H. All Tournament and Graduation dates must be submitted in writing to the League by March 1st. of each year to be given consideration for rescheduling of games. No other rescheduling will be allowed.

I. Only the South Region Soccer League or their delegates are authorized to reschedule games for the league.

J. Any game(s) rescheduled by team officials, clubs or persons not authorized per rule 6 "H" will be declared null and void. Teams participating in a game not authorized by the League will default all points from the game.

K. Home team officials must report the game result to the league within twentyfour (24) hours of being played by Phone, Fax or E-Mail to the League office. If not reported within the period of time stipulated, the official of the team and the club will be disciplined by the League Disciplinary Committee.

L. Player substitution shall be permitted with the consent of the referee during a stoppage of play for the following

Goal kick

Scoring of a goal

Injury of a player

Half-time

Start of over-time period

Half-time of over-time period

No substitution is allowed for any player(s) ejected.

All substitutions must enter & exit the field of play at the halfway line.

All substituted players must leave the field without delay.

7. HOME TEAM RESPONSIBILITY

A. Home teams will be responsible for the provision of:

1. Field markings

2. Goal nets

3. Corner flags

4. Size five (5) game ball, plus alternate. (size 4 for U-10 to U-12)

5. Change rooms (if available)

6. Field lights (when required)

8. UNIFORMS

A. All players shall wear regulation soccer equipment as outlined by FIFA and OSA rules.

B. A team must play in its Home Team League registered team colors.

C. All players must be identified by a number, minimum size 8", on the back of their shirt and such number will be recorded against the players name on the game sheet. All numbers must be legible.

D. The home team shall change to an alternate strip if team colors conflict.

E. Goalkeepers uniforms must not conflict with that of the game officials or opposing team.

9. REFEREE’S AND LINESMEN

A. The home team is responsible for the payment of game officials, in cash, fifteen (15) minutes prior to kick-off. exception, see league cup # 16.

B Referees and Linesmen are required at all age groups.( except U-10,11, & 12 referees only, except semi and final league cup games).

C. Game officials Fee schedule, see Appendix "A".

D. The District Association or it’s designate will assign registered officials to games .

E. Registered game officials must be present at the game thirty (30) minutes prior to scheduled start to complete standard field check.

F. 1. The following minimum registered officials levels are required in the Elite divisions:

a: Middle - Level 3 or better (minimum 18 yrs of age)

b: Lines - Level YC or better.

2. The following minimum registered officials level are required in all other division

a: Middle - Registered referee YC or better, (minimum 18 yrs of age)

b: Lines - level YC or better.

G. Officiating complaints will only be acknowledged if done in writing to the District Association Referee Co-ordinator with a copy to the league and the League Management Committee.

H. The game official is responsible for mailing game sheets plus other pertinent paper work to the League within twenty-four (24) hours.

I. All game officials must record on the back of all three copies of the game sheet the infraction for which the player(s) is ejected.

10. GAME START TIME

A. The referee will endeavor to start each game at the scheduled time designated by the League. An allowance of not more than fifteen (15) minutes from the scheduled time shall be made if either team has less than seven (7) players in attendance.

B. Weekday games must commence by 9:00 pm and no earlier than 6:00 pm.

C. Weekend games must commence by 3:00 pm and no earlier than 10:00 am.

11. GAME DURATION

The length of games will be

U-10: two (2) thirty (30) minute halves

U-11: two (2) thirty-five (35) minute halves

U-12: two (2) thirty-five (35) minute halves

U-13: two (2) forty (40) minute halves

U-14: two (2) forty (40) minute halves

U-15: two (2) forty-five (45) minute halves

U-16: two (2) forty-five (45) minute halves

U-17: two (2) forty-five (45) minute halves

U-18: two (2) forty-five (45) minute halves

U-19: two (2) forty-five (45) minute halves

U-21 two (2) forty-five (45) minute halves

12. GAME SHEETS

A. Official game sheets, as supplied by the league, will be completed by the teams then given to the referee fifteen (15) minutes prior to kick off.

B. All players and team officials must be identified on the game sheet. All names and OSA card numbers (RDS) must be legible.

C. Only players listed on the game sheet are eligible to play and are deemed to have played. A team official(s) must sign all team sheets, the signature shall verify the eligibility of players on his team.

D. Players are not required to sign the game sheet.

E. Completed game sheets accompanied by any disciplinary reports, trial permits or temporary registration permits must be mailed by the game official within twenty-four (24) hours of the final whistle to the league office.

F. Teams using players on a temporary registration permit or trial permit must submit the authorized signed copy with the game sheet. All players playing for teams under rule 12 "F" will be governed by Policies and Procedures of OSA.

13. CANCELLATION OF GAME

A. The game shall begin and/or continue to be played unless, in the opinion of the referee, the safety of the players and/or the quality of the field is in jeopardy.

B. The game will be replayed in full if less than fifteen (15) minutes of the second half has been played, after which time the results of the match at the time of the stoppage shall stand. The referee shall be the sole judge of time elapsed.

14. RESCHEDULING OF GAME

A. Unless for conditions stated in article 13 "A-B", no game will be rescheduled.

B. All postponed games will be rescheduled by the South Region Soccer League or their delegates. The game must be rescheduled and played within seven(7) days, if fields are available. The league will notify the teams 48 hours in advance of any rescheduled game.

15. LEAGUE STANDINGS

A. The league champion shall be the team which accumulates the greatest number of points, based on the formula of three (3) points for a win and one (1) point for a tie, out of all games provided for in the schedule of that age group.

B. In the event of a tie for first place between two or more teams at the end of regular season,the following criteria will be used to determine the league winner:

(i) If two teams tied for first place, a game including overtime will break the tie; if still tied, penalty kicks per FIFA Law Rules will be taken.

(ii) If three or more teams tie for first place, a round robin will be played and each game must have a winner, as per rule B (1) and the team with most points will be declared the champion. If teams still tied in points the team with the best goal difference (goal plus against goal minus) will be declared the winner.

(iii) Game to be played on neutral field as decided by the League Executive. Costs to be split between teams involved.

16. LEAGUE CUP

A. Ontario Cup Rules and Regulations will be used for players eligibility, Rules 3 "A-B" in Ontario Cup Rule Book.

B. If over-time is required:

U-10 to U-14 - Two (2) ten (10) minute halves

U-15 and above - Ttwo (2) fifteen (15) minute halves

If game is tied after over-time periods, penalty kicks as per FIFA Law will apply.

C. Each player is cup tied to one team only.

D. League cup fees:

League Cup games: Game Official fees to be split equally between teams, paid in cash fifteen (15) minutes prior to the start of the game. Field costs to be paid by home team.

17 DISCIPLINE

A. All discipline matters (except appeals) and protests shall be handled by the League Discipline Committee.

B. Scheduled hearing dates will be Fridays, starting first Friday in June, ending with last Friday in October, except long weekend of Canada Day, Civic Holiday, Labour Day and Thanksgiving, which no hearings will be held.

C. Discipline in the case of alleged Referee Assault will be handled by the District Association in which the player is registered. The accused is automatically suspended from all soccer related activity, as per OSA rules, until the case has been disposed of.

D. All discipline reports must be submitted along with the game sheet within twenty-four (24) hours of the game completion to the South Region Soccer League office.

E. The team official, who for whatever reason during a game, pulls his team off the field may be subject to disciplinary action depending on league discipline committee findings.

18.

A. Club Playing an Ineligible Player.

Club charged with playing an ineligible player in a game sanctioned by the League will be subject to a disciplinary hearing. Upon being found guilty, the team will forfeit all points in which games the ineligible player participated and will be fined as per Appendix "A".

B. Player Suspension

Any player suspended by the League for games in the SRSL are not allowed to play for other teams in the League or in any other League during the time period of his suspension of one or more games. Failure to abide by this rule will result in further disciplinary action taken against the player and the club.

19. GAME ABANDONED

Clubs will be held responsible if a game is abandoned because of the actions of its players, officials or spectators and will be subject to disciplinary hearing, depending on the findings and will be fined as per Appendix "A", if found guilty.

20. PROTESTS

A. Protests based on decisions of the referee’s interpretation of FIFA Law will not be acknowledged.

B. Protests will be handled as per OSA Policies and Procedures.

21. APPEALS

A. Any discipline hearing decisions by the league may be appealed to the League Management Committee at the following address along with a cheque for $ 100.00 appeal fee. League Management Committee address:

B. Persons appealing a decision of the League Discipline Committee are subject to the decision rendered until the appeal has been disposed of.

20. INDOOR

Ontario Soccer Association Indoor Laws of the game and SRSL’s rules and regulation (outdoor for discipline) will be used by the South Region Soccer League.

APPENDIX "A"

2000 Fee Structure

LEAGUE FEES:

Per team $ 400.00

Bond per club $ 250.00

Payable to league on or before Jan. 15th.

Late registration fee: applicable per team after Jan. 15th.. $ 50.00

DISCIPLINE FEES:

First Game no show by a team: $ 150.00

Second Game no show by a team $300.00

Third Game no show by a team max. $500.00

payable to league within 21 Days.

Failure to comply, further disciplinary action. and fine.

HEARING FEES:

Discipline by Hearing (player bond money) $ 20.00

Discipline by Review (player bond money) $ 20.00

Request of Discipline by Hearing (player) $ 50.00

Request of hearing for no-show *(player) $ 75.00

All are Non-refundable

Team Official Administration fee: $ 75.00

Code of Conduct (Rules & Regulations) $ 75.00

Home Club Responsibility Rule 7 $ 75.00

FINES:

Unauthorized Entry During A Game: $ 200.00

Withdrawing Team From Game Rule 17"E": $ 200.00

Game Abandoned Rule 19: $ 200.00

Club Playing Ineligible Player Rule 18 "A": $200.00

Game Protest Fee ( to accompany protest form): $ 400.00

Team failure (7 players ) Rule 6 "D": $ 200.00

Accumulation of cards: $ 50.00

In the event that a team accumulates a total of:

1. Four (4) dismissals (red cards); or

2. Eight (8) cautions (yellow cards); or

3: A combination of ten discipline reports (red or yellow cards)

The management of that team shall be required to attend a hearingof the League Management Committee. If brought before the committee there will be an appearance fee charge payable by the team,and the team may be subject to further discipline.

In the event that a team withdraws from the league :

1. Before the league schedule starts - such club will forfeit its league fee and will be subject to a fine $ 300.00

2: After the start of the league playing season - such club will forfeit its league fee and will be subject to a fine $1000.00

3. Non-attendance at annual or special general meeting: $ 50.00.

All payments must be by cash, cheque or money order, payable to the SRSL.

All hearings fees and fines must be paid within 21 days of receiving notification.

Clubs are responsible for all fees and fines. Clubs not paying discipline hearing fees or fines within the stipulated time will be declared "Not in Good Standing" and their district association and OSA will be notifiied.

GAME OFFICIAL FEES:

These fee’s are paid for home games in each district age:

Age Division Referee-Linesman(x2)

U-10 to U-12 20-10 ( linesmen used for cup semi and final only) .

U-13 & U-14 25-15

U-15 to U-17 35-20

U-18 to U-21 35-20

These fees are split equally between the two teams in all cup rounds.

Wherever within the Rules & Regulations the masculine term is used, it is deemed to be in the feminine if such would apply at the time.

APPENDIX "B"

Discipline Procedures

Discipline action shall be taken in accordance with OSA discipline policy and procedures. The following guidelines will apply:

Discipline By Review (DBR)

All player dismisals for Serious Foul Play, Serious Foul Play (hand ball), Foul or Abusive Language Directed at Anyone Other Than Game Officials, Third, Fifth, Sixth, Seventh, Eight or more yellow cards in a season, all the above are Discipline By Review, where the player dosen’t have to appear to the hearing, but he can request a hearing if he wishes to do so within forty eight (48) hours of the game finished, (weekend excluded). The request shall be in a form of a request for a hearing together with the fifty dollars ($50.00) hearing fee. Cases are dealt on a first come first served basis. Anyone representing an accused must provide a signed proxy from the accused before being allowed to participate at the hearing.

An accused may choose to be accompanied by another adult who may act as an adviser. An adviser may not act as a witness nor provide any testimony at the discipline hearing. An accused person less than eighteen (18) years of age must be accompanied by an adult. A player official card must be presented before the start of the hearing. If no card is presented the hearing will not proceed.

Discipline By Hearing (DBH)

A player dismisal for Violent Conduct and Foul or Abusive Language Directed at the Game Official must appear at the hearing the next Friday of the week following the dismisal. If player does not appear at the hearing he is suspended immeadiately from all soccer activities until he requests and attends a hearing. Fee for a hearing per Appendix "A" must be presented before a hearing proceeds.

Hearings

A discipline panel will meet once a week. The discipline decisions will be sent to the District Association and to the clubs in which the accused is registered by Fax or E-mail the same night of the meeting if possible.

The Accused or Club must inquire by Wednesday no later than 4:00 pm following the Friday in which the discipline decision was rendered, as to whether or not he has been found guilty or not guilty. The inquiry must be made to the South Region Soccer League . If the player is found guilty, he must bring the player card to the district association he belongs which will be recorded, within twenty-four (24) hours of his notification of suspension. If not, he is suspended until further request for a hearing and attends the hearing.

All suspensions for the outdoor season will be by game numbers (example game # 4321, #456 etc.) and the player is suspended for those games only. The game numbers will be entered in his player ID book by either the district association in the cases handled by discipline by review or by the South Region Soccer League on cases handled by Discipline By Hearing.

All Players suspended for the following Outdoor Season must have their books recorded prior to the start of the season by the SRSL office. A Special night will be assigned by the League.

Miscellaneous

1. Each club will post a discipline bond of two hundred and fifty dollars ($250.00)at the time league fee’s are due. This bond will be reduced with a hearing fee imposed on each player by the discipline board. If the player is found not guilty, no fees will be deducted from the bond.

2. If the club bond money is reduced to thirty percent (30%) of the initial sum, an additional fund must be sent to the league within fourteen (14) days of a notice sent to the club. A report from the discipline boardwill be sent to the club every thirty (30) days if necessary.

3. The executive may request an additional bond from any clubs who have had excessive amounts of discipline in the previous season.

4. The South Region Soccer League reserves the right to hold a hearing, for any club, team, official or player who does not abide by the SRSL and OSA Constitutions, Rules and Regulations

SCHEDULED HEARING DATES

All discipline shall start the first Friday of the month of June and shall end with the last Friday of the month of October, with exception to the long weekends of Canada day, Civic holiday, Labour day, Thanskgiving day to which the Friday previous of the holiday no hearings shall be conducted. Example (received dismissal week ending May 31st hearing shall be on June 5th)

All hearings shall be in accordance of OSA & SRSL policies and procudures. The accused must follow the guidelines of SRSL regarding dismissals and special incidents reports. If not followed, the accused person shall be notified and further disciplinary action may be taken.

IN ALL CASES OF AN ALLEGED REFEREE ASSAULT, THE PLAYER AND/OR TEAM OFFICIAL IS SUSPENDED ON NOTIFICATION FROM ALL SOCCER RELATED ACTIVITY UNTIL THE CASE HAS BEEN DEALT WITH BY THE DISTRICT ASSOCIATION IN WHICH REGISTERED. SAID PERSON WILL BE NOTIFIED IN WRITING OF WHEN AND WHERE TO APPEAR

IF AN ACCUSED HAS BEEN SUSPENDED AND APPEALS A LEAGUE OR DISTRICT ASSOCIATION DECISION, SAID PERSON REMAINS SUSPENDED UNTIL THE CASE HAS BEEN DISPOSED OF BY THE APPEALS COMMITTEE.
